It's a bit of a scowl at first, typical Zuko pout, but he can't disguise a twitch of a smirk at the end, surprisingly good-humored about it. He'd offered himself up on the chopping block with Hikaru about this so long ago, after all. It was a laughable haircut in effect; that was part of the point of the punishment.
